About the Author
Matthew Kevin Burns is Associate Professor of Educational Psychology and Coordinator of the School Psychology Program at the University of Minnesota. His research focuses on improving instruction for children with varying abilities and disabilities. He currently serves as an associate editor of Assessment for Effective Intervention and is on the editorial board of School Psychology Review, Psychology in the Schools, and Remedial and Special Education.
Kimberly A. Gibbons is Executive Director of the St. Croix River Education District. She has experience as a Lecturer and Staff Development Coordinator at the University of Minnesota School Psychology Program and the St. Croix River Education District and as a school psychologist for two districts in Minnesota.

This book is a practical and informative guide for implementing Response-to-Intervention (RTI) in K-12 educational settings. RTI is a proactive identification and progress monitoring process used to identify students who are not responding to instructional interventions. Non-responders are provided with more intensive interventions in Tier 2 and if they do not respond to interventions there, they are provided with even more rigorous interventions in Tier 3. Although some states are implementing more than there tiers, this book focuses on a three-tiered model.
Burns and Gibbons show how RTI differs from the wait-to-fail IQ-achievement discrepancy model, which could take years for effective identification of significant discrepancies. The authors also emphasize the need for a proactive intervention model, like RTI, and cite federal laws that mandate educational reform and educational accountability.
A few key points in this book are (a) RTI helps reduce the number of students needlessly identified as being learning disabled, which could save school districts money and eliminate needless labeling of children who are not learning disabled, (b) all decisions are data based (objective, not subjective), (c) Tier 1 includes the need to identify a class-wide problem if one exists (e.g., students have been inadequately taught - they are not learning disabled), and (d) each student's progress is monitored by comparison to a group average or pre-established and standardized benchmark. Burns and Gibbons explain how to make this comparison by developing and using an aim line for each student. The aim line begins at the student's baseline functioning level and extends to the student's target functioning level.
This book includes a large number of useful tables and figures to help explain presented concepts. This is a "how-to" book and is logically designed. A time frame for implementing RTI is discussed along with assessments, training and professional development, problem-solving teams, traditional vs. block scheduling within secondary schools, and the problem-solving process.
If you are an elementary school educator (first and foremost) or secondary school educator and you are looking for an excellent guide and reference book, this is a good choice. The hardcover edition that I bought included a companion CD with many, many forms. Although I did not have a need for the forms, I did consider them extremely useful for other educators who might need them. The forms could also serve as a guide for designing one's own forms.
